Touhami Abdouli

Tunisia’s Secretary of State to the Minister of Foreign Affairs in charge of European Affairs, Touhami Abdouli, announced on October 25 that Tunisia is set to become a privileged partner of the European Union (EU) in an interview with TAP made available on the Foreign Affairs ministry’s website.

Abdouli stated that this decision will be finalized at the end of a negotiation session scheduled for November 19, 2012 with the EU Enlargement Commissioner, Stefan Fuele.

According to a press statement released a month ago on the European Union’s website, the EU will provide financial support, trade openings and improved mobility to Tunisia.

The EU confirmed that it will provide a €100 million grant in addition to a €1 billion multi-donor support program.

“The updating of national legislation and its harmonization with the European legislation has facilitated cooperation between the two partners.” said Abdouli.

According to Abdouli, European countries have been competing to invest in  many economic sectors in the country, especially the energy sector.

“The security situation affects neither foreign investment nor the privileged partner status negotiations. Investors’ concerns relate more to questions of legislation rather than security issues,” explained Abdouli.

He stressed the need to revise the investment code as soon as possible to facilitate the procedures for the foreign investor, taking into account the sovereignty of the state and the interests of  Tunisian investors.

Regarding the issue of recovering assets stolen by the former regime, the Secretary of State noted the seriousness of Switzerland in dealing with issue, adding that the main legal obstacles were lifted and that the process will take time.

He pointed out that this question depends on the willingness of foreign countries. “They must be convinced that this case falls within the framework of international conventions,” he said.

The EU has already assisted the Tunisian Independent Election Commission, and an independent EU team will observe the upcoming elections.
